How the tiers were built.

Every precinct in Santa Clara County was scored on a combination of turnout history, partisan composition, and prior performance of comparable down-ballot county races. The scoring produced a continuous priority value that was then bucketed into three operational tiers a field director can actually use.

T1 · Priority precincts are where the campaign's expected vote share is highest and turnout is reliable — the universe where door knocks and direct mail compound most efficiently. T2 · Persuadable precincts have meaningful candidate movement available but require persuasion, not just turnout. T3 · Monitor precincts are tracked but not actively contacted — either because turnout is too low to move the race, or because the partisan composition makes the spend unproductive.

The deliverable is the interactive map above (for strategy conversations) plus a PDI-ready precinct file (for the field and mail vendors). The same approach scales from county DA races to congressional and statewide primaries.
